Keep each shape with its product
Not usefully by height alone. The selected refill record says 9×13 inches;the selected handle-box record says 7×13.5 inches. Those are different stated shapes and formats. A slightly taller number does not establish a larger usable opening or more space for tying.
A handle changes the question
The reviewed body does not identify every gusset, opening or handle measurement. Do not interpret a single rectangle as a verified internal volume or assume the handle allowance is available as bag-body depth. No physical bag was filled or measured here.
Do not infer volume or a load rating
The inch dimensions can be converted as unit arithmetic, but they are not strength, capacity or hand-fit guarantees. Nor does a claim of all-breed suitability become a tested maximum load. This site offers no bag-capacity or individual-dog-size calculator.
Request the relevant dimension
If a particular opening or tying method matters, ask the supplier for the exact current shape and the relevant dimension. Keep the selected reference and count in the query. That makes an actual specification question possible without filling the gap with a photo-based estimate.
Apply the distinction to a purchase
If a supplier states a dimension including the handles, ask whether the usable body depth is also published. Do not subtract a guessed allowance merely to create a tidy capacity comparison.
